The mac started announcing the time but there is nowhere in settings to disable this since in Big Sur this feature is not available.
Has anybody else encountered this or did someone find the settings someplace else?

System Preferences : Dock & Menu Bar : Clock : [ ] Announce the Time. Scroll down to the Clock icon, and deselect Announce the Time.

I answer to your question follow this path on settings. System Preferences > Dock & Menu Bar > Menu Bar Only (Clock Menu Bar)> > Announce The Time.
To hear the time announced, select the “” checkbox, then choose when you want it announced and the voice used for the announcements.
"Announce The Time" is no longer available in Big Sur
