How can I change the family organizer in our family sharing?

We want to use my wife to be the one who utilizes iCloud photo storage and not me.

At present if you are the organiser of family sharing , stop the family sharing account see the article https://support.apple.com/en-in/guide/mac-help/mh5a9bb78c90/10.14/mac/10.14
