Locating new iPhone that is lost

when you say the phone was 'deactivated'.. if this involved restoring the device to factory settings, then you likely cannot use Find My

Only if Find My iPhone is still turned on for it, otherwise no. See https://support.apple.com/en-us/HT201472
If it has not been activated, there is no way to track it. You will have to physically look for it.
I made a mistake; the phone was activated for a few months, but has since been deactivated. Can it be tracked at this point?
