how do i get rid of box outlining icons and having to double tap icons

You may be referring to the Folders that hold Apps (icons). If that is true then you can Touch, Hold and Drag the apps out of the folder and on to your home screen. You can remove all the apps from a given folder under it is empty. Once empty then the folder will disappear on its own.
