Apple ID has not yet been used in iTunes Store
I am setting up numerous iPads and can't load new apps from the app store because of a loop with the Apple ID. Any ideas how to get around it?

The Apple ID needs to be used to set up an account that you can use in the App Store and the Music app. Until you do you won't be able to acquire any content from either store.
