I bought an apple watch from someone else and their apple ID is still connected to watch and the person won't help me. Is there a way we can remove it and I can link my ID to the watch with my phone?

The person you bought it off needs to follow all these steps;

Remove the activation lock so somebody else can use it

If they won't help you then get your money back as the watch is of no use to you.
