How can I set up face unlock, when it shows move iPhone lower or higher and doesn’t bypass that stage no matter how I move it to position

Follow all steps at https://support.apple.com/en-us/HT208114 Especially follow step 1, 6, 7 and 8. If it still doesn't work it might be a hardware issue.
