Forgot password for note

You can reset the Notes app password however the new password will ONLY EFFECT future password protected notes. All the past password protected notes will continue to require the old password.

To reset Notes password, Open Settings ➔ Notes ➔ Password ➔ Accounts: Tap on the account ➔ Reset Password.

You can't. If you are unable to remember the password, you will not be able to access the note.
