What can I do when I turn on my tv using apple tv box 4 and any app (netflix, disney) I get loud static and fuzzy screen. I have to turn on and off to get it to work properly. This is a new problem after using the system for about 11 months.

I would try to use the tv's remove to change the active input source to the hdmi port the appletv is connected to
sounds like an issue with the tv's hdmi-cec making it wake up but not choosing the appletvs hdmi port as active input source
