Does anyone using iPad Pro 11 inches 2020 notice bright spot near the face id? And is this issue eligible for replacement under warranty?

We, just users like you, cannot diagnose (nor judge) this kind of issue remotely, sorry.
I suggest that you have your device inspected at an Apple Store or Authorized Service Provider. Apple technicians will give you all the available options.

Slight inconsistencies in backlighting, most often seen when viewing a bright “flat-white” screen, are not uncommon. Very often, tiny inconsistencies in the screen backlight are a manufacturing artefact. If only affecting a small area, I wouldn’t be overly concerned; if the the slightly brighter spot becomes more pronounced, or spreads, then you might wish to have your iPad assessed by an Apple technician at the Genius Bar of your local Apple Store - and certainly before expiration of your warranty if brightness becomes a significant issue.
Be advised that the technicians are not well known for finding fault with minor inconsistencies in iPad backlighting.
If the iPad was purchased directly from Apple - and is within its 14-day unconditional return period - you might be well advised to avail yourself of the opportunity to swap the iPad for a new device whist you can. After expiry of 14-days, for a warranty claim, you may instead be offered an exchange for a reconditioned iPad of the same model and specification.
