Did this happen after the 2020-005or 2020-006 SecUpd for Mojave?
Try reinstalling this in Safe Mode, but not using Firefox...

Note: Safe mode prevents your Mac from loading certain software as it starts up, including login items, system extensions not required by macOS, and fonts not installed by macOS. It also does a basic check of your startup disk, similar to using First Aid in Disk Utility. And it deletes some system caches, including font caches and the kernel cache, which are automatically created again as needed.
OK ~ I tried this. (I am using Mojave 10.14.6 with 2.3 GHz Intel Core i7) The login window never showed up even though I held the shift down for the entire time the laptop took to load (5minutes) I finally released the shift button and nothing happened. I was never able to start the laptop in what you called a "Safe Mode".
I did run a smat scan with Avast Premium Security, as well as First Aid with Disk Utility on my Mac. Nothing was detected as a problem. However, the method for starting in "Safe Mode" was never offered even though I tried it twice.
If you have a "firmware password" then "Safe Mode" is disabled.
I just receive a blank "Preference" page with no access to my email preferences
Do you get any error message on screen when you select/tap on "Preferences…" ?
Have you tried rebooting your Mac, most of the time this resolves minor issues/errors.
I've rebooted my laptop several times in the past few weeks. Inability to access Preferences in Apple Maill has been a problem for some time now.

I'm sorry. I don't understand. I am operating with 10.14.6. I am unable to Safe Boot by holding Shift Key down at startup. Are you telling me to re-install Mojave?
