i have a Samsung Smart TV with sn Apple TV subscription. i cannot find any way to access the programs I’ve added to a watch list in the iPhone app. Ive searched the Settings area and find no option to show TV watch list.
What is the value of a watch list feature if you can’t view it?

If I understand you correctly, this watch list would be called ‘Up Next’. When you add content, it will be added to the Up Next list for your Apple ID account, through iCloud.
You can find the Up Next listing as the top row in the Watch Now tab of the Apple TV app on your TV. The list is horizontally scrollable when there are more items then what fits in the available width. You can select-and-hold an item to see options for that item, like a contextual menu.
