What must be the issue, I have all information and payment methods filled out but I can’t use the App Store?

I have the new iPhone 12 pro Max, iCloud sign in, all information provided including payment methods but I seems not able to use App Store.

See this link for help, but if nothing works, you have 90 days of free Apple Support, so use it and call Apple for assistance. If in the US 800-MY-APPLE
