The Apple ID is correct, it shows in both the mine (subscriber) and the family members system account as a family member. I have deleted and reinstalled Apple News Plus and it still asks the family member if it wants to buy a subscription to Apple News Plus.
After removing the family member, deleting News Plus from their I-Pad, re-inviting the family member, reinstalling News Plus, it worked.
