If my IPODS won't update to IOS 13.0 does that mean they are no longer of use?

Also, why won't my Ipods work outside range of my wifi?

No, Your 6th generation iPod with iOS 12 will still run many of the available apps as well a do the basics (Music, Audiobooks; camera/photo; email etc.
