If I purchase an Apple One family plan but only one member needs extra iCloud storage does the entire One account need to be upgraded?

The Family plan.
I was looking at the family plan with 200GB shared, but my wife already has a 200GB plan for her phone alone.
If I bought the 200GB plan and had her as part of the family would I need to buy additional shared storage space or could she buy additional space just for her?
You could consider purchasing the 2TB option for the Family Sharing.
Are you purchasing the Apple One plan for yourself? I'm not understanding what you're asking.
You can purchase the Family Sharing plan to share the 200GB of iCloud storage with her. If done, she can then cancel her individual iCloud storage subscription of 200GB.
But she currently uses all of her 200 GB, leaving nothing for the rest of us...
Would she need to buy more or would I need to buy more for the whole family?
It seems like you are saying I would have to upgrade the entire family share plan, rather than an individual member.
