We understand your device is not getting service and you're unable to receive messages. We're happy to help.
You'd first want to address the service issues, as if you have no service then you won't receive messages.
If your device is not connecting with your cellular network, you'd want to try these steps: If you see No Service or Searching on your iPhone or iPad
If you exhausted those steps and the device still is unable to get service, you'd want to contact your carrier for assistance.
For messages, you'd want to confirm a few things to narrow down what you need to troubleshoot. Are the messages you're not receiving both iMessage and SMS text messages? Or is it just one specific message type you're unable to receive?
If the problem is just with SMS text messages, you'd want to make sure in Settings > Messages, the following options are enabled:
Send as SMS
MMS Messaging
Group Messaging
SMS text messaging is a service through your wireless carrier, so if you continue to have issues with this message type, you'd want to address this issue with them as well.
