How can I expand a .xip file on my USB into my internal hard drive?

I have saved the Xcode_12.2.xip file onto and external USB drive. How can I expand the file with the destination as my computer, say in downloads?

If this doesn't make sense I can provide more information.

Can't copy large files from iOS or iPadOS (iPhone or iPad) to my MAC since I upgraded to Ventura 13.5.2 Connecting my iOS device to USB-C port. Under the File tab, try to copy a 25 GB video file (use to work always before upgrading to Ventura 13.5.2) to my desktop, and it does not work. When attempting to copy a small file (a few KB) it works as expected.

.xip files can be extracted with Apple’s own Archive Utility, which should be the default.

Standard behavior is to extract in the same folder as the source file. If your .xip file is in Downloads, then so will the extracted archive be.
