Open Apple ID in System Preferences to turn on iCloud Photo Library

When I go to >about this mac>storage>manage>store in icloud it says "Your password is required to enable iCloud Photo Library. Open Apple ID in System Preferences to turn on iCloud Photo Library." The thing is im already logged in. When I go system preferences>apple ID i can see my email etc. so it's my account. I can't select the store in icloud option. How can I solve this problem?

These are default settings , just check out in system preferences if photos box is is unchecked double click on it , it will prompt to enter admin password , in photo preferences , the iCloud photos will be enabled .
