What OS was on it when it shipped? Historically, you cannot install a OS version older that what was there when it left the factory.
Expanded challenge.
There is an iMac 27 ca mid-late 2017 running High Sierra 10.13, 32bit.
On the iMac is DVD based software that works fine. There was a hardwire transfer.
The software has migrated to 64bit AND subscription.
Goal: to get a newer MacBook Pro that would have High Sierra 10.13 installed to that the software could be moved.
Then update the iMac 27 to the newest 64bit o/s without the expense of the subscription.
The total cost of ownership of the MacBook with the DVD based s/w is much less expensive than the subscription.
Open to other suggestions.

Your only option in this case would be use a virtual machine such as Parallels or VirtualBox so you can install macOS 10.13 in the Virtual Machine and install your older software. Depending on the app this may or may not be an option since macOS running in the VM will be much slower than running natively on bare metal.
Or you can continue using the old Mac for that app.
