what iOS version are you running?

Settings > General > About > Software Version

the Settings app cannot be deleted.

if you are running iOS 14, then you may have 'Removed' the app from the Home Screen.

on your Home Screen, swipe left until you get to the very end and you should be in the App Library.

swipe downward so that you get an alphabetical list of your apps. Use the search bar to find Settings, or scroll down to it. Tap/hold and drag the icon back out to your Home Screen
