You cannot downgrade iOS, Apple does not support that. Wi-Fi and Bluetooth are in the same chip on the iPhone. So if both fail, it may be a hardware issue. However if you are having pairing issues, make sure you have put the headphones in to discovery/pairing mode and start pairing again. Someone earlier reported an issue with connecting to Bluetooth and found there was a setting change in Settings>Privacy>Bluetooth that was affecting it. Otherwise, you can look at this support document for help with pairing headphones. Pair a third-party Bluetooth accessory with your iPhone, iPad, or iPod touch - Apple Support and this for wi-fi issues. If your iPhone, iPad, or iPod touch won’t connect to a Wi-Fi network - Apple Support

You, you cannot go back.

After doing the update, did you Force Restart your phone (recommended action after updating iOS)?

On iPhone 6s, Press and keep holding BOTH the power and home buttons at the same time (keep holding past the swipe to power off) until you see the Apple Logo, then let go.

See if normal pairings/connections resume after you sign back in.
