Apple says my iPhone 6 is locked to ATT. Att says that is not the case. What do I do?

Apple can't unlock the replacement iPhone 6 they gave me. They say it is locked to AT&T, which is NOT my carrier. AT&T says this is not their phone and they cannot unlock. My current carrier cannot unlock it, Apple can't unlock it, Geek Squad can't unlock it. It's a paper weight.

Has anyone else been successful when faced with this?

You say that Apple replaced your iPhone in the past? You need to provide that paperwork to AT&T for them to unlock it. They may need to work with Apple on that. I encountered that issue with my daughter's phone several years ago. Apple & AT&T needed to get together to fix it, but AT&T needs to contact Apple.
