If press and hold does not work some place, try the standard option key shortcuts

In Pages, you press and hold the character to receive the accent mark and a floating panel will appear above it to allow you to select the specific accent by number:

This may work with Google Docs too, or not. I don't use it. Just understand that Pages documents are not compatible with Google Drive or Docs, and you should export to Word .docx before that attempt.
