Automatic photo transfer from iPad to iPhone

How do I stop photos from automatically transferring from my iPad to my iPhone?

I already turned off "Upload to My Photo Stream", but the photos still transfer.

Is there any other solution other than turning off iCloud?

You will need to turn OFF Photos in iCloud for one of the devices.
