using MacOS Mojave (medical dictation does not support update), app store adamantly refusing to update or download. Message: "we could not complete your purchase. Canceled".

update: i tried NVRAM reset, and this solved the issue.
But again i cannot stress enough the fact that there are so many "bugs"that are appearing in the Apple ecosystem that it is reminding my Windows Vista which caused me to migrate to Apple....
Try a different wifi network; office, library, coffeeshop.

i have actually tried this: 2 different wifi network and cellular hotspot. This has worked with my iMac. but unfortunately didn't with the macbook pro....
That wasn't an issue with the Apple ecosystem, that's all on your kit alone.
