Lost iCloud photos

My daughter got a new iPhone and was trying to delete pics that she thought had transferred. However they were on iCloud and she deleted and then deleted the deleted folder. I tried to recover from the iCloud site but no luck. She lost about 5000 pics. Is there any thing that I can do? Can you restore the phone back to a previous point? Get them via legit third party app?? Thx.
