Yes,you can put a photo on the watch face but that's the nearest you'll get to wallpaper.

Photos

This watch face lets you show a photo from the Photos app on Apple Watch. For variety, add more than one photo face.

This article only explains how to change the watch face not the Lock Screen I pictured. It’s like on the iPhone with two options the screen option and the Lock Screen option. I’m attempting to figure out how to change the display of the Lock Screen option.
