when I text a gif I get an error turn on mms

when I try to to text gifs I get an error turn on mms but is no toggle to turn it on

iPhone 7, iOS 14

Turn on iMessage then SMS then MMS messaging

I don’t have the mms button. I have the others you show but not the mms.
