I've always been able to edit time, date, and location of my scanned or non-iphone photos before. Now,
the location space in Get Info disappears on many of my photos (see attachment).
On other scanned photos, where I was able to edit the location a few years back, that info is now grayed-out and uneditable (see attachment).
How can I fix this?
Have the photos been imported to Photos as referenced files, meaning imported without copying them into the library? For referenced photos tho handling of the locations is currently broken. If that should be the problem, select one of the photos with broken locations and try "File > Consolidate", to copy them properly into the Photos Library. Then you should again be able to manage the locations.
Another possible reason could be a missing internet connection. You need a Wi_Fi connection to be able to assign locations.

The you may want to check, if there is problem with the Wi-Fi connection. Perhaps some firewall or anti virus software is intercepting your connection to Apple's location server.
