Does every account require at least one trusted device?

I have three Apple accounts (iTunes, iCloud, Dev). With the new (Feb 2021) requirement to have two factor on all accounts, do I need to have at least device setup a "trusted". Does a Trusted device have to be connected to the App store and/or iCloud services?

MacBook, macOS 10.15

If using 2 Factor Authentication, each account must have a trusted device. I'm not sure if the same device will work for all 3 accounts.
