Touch ID and passcode missing from Settings list on iPhone SE
Trying to set up touch ID. Does this mean that it is not possible on the iPhone SE?

You may have Screen Time Restrictions active and preventing your from choosing the Touch ID and Passcode Option.
Open Settings ➔ Screen Time ➔ Content & Privacy Restrictions ➔ Passcode Changes : Set this to Allow.
