Photos

hi everyone, I was wondering how I get my photos off iCloud because my iPhone X recently stopped working and it does not let me update it to keep the data because I have run out of space for the update so I can't keep photos but 29 days ago I got an email from iCloud Stating that in 30 days they will delete 1600 of my photos and videos of iCloud and when I go on my MacBook Pro it doesn't let me get them off iCloud and the photos don't eve show up like on the tutorial videos I've seen, I would really like to get my photos/videos off before they get deleted.
