Images in my PC based iCloud folder are just "placeholders" how do I get them to properly automatically sync with iiCloud

I'm using win 10 on PC, and I'm pretty sure all the iCloud settings are correct to allow syncing from my iphone X BUT when I visit my folder on the PC I see a "Blue cloud" in the status column if the image, which seems to mean the image has not downloaded fully.

And these "Blue Cloud" icons appear often days after the photos were taken, so I cannot see how it could still be a "sync speed" type issue.

Is there a way to get the photos to sync properly and promptly instead of getting these "placeholders" ?

Many thanks in advance

Windows, Windows 10

Hi Edmonton Ed,

Thanks for coming to Apple Support Communities for help today with your iCloud Photos not loading completely inside iCloud for Windows.

Have a look at this page: If your iCloud Photos aren't loading on your PC.

Do you have any security software or firewalls that might be interfering with iCloud Photos?

Have you checked for any updates? Have you ever uninstalled and reinstalled iCloud for Windows? Set up and use iCloud for Windows.

Let us know if the issue continues.

Have a fantastic day!
