The ARC connection (Audio Return Channel) is intended for the connection between the TV and audio system (AV receiver or soundbar), to allow two-way data streams.

The ARC port may or may not support HDR and Dolby Vision. That is a separate property.

HDMI connections supports HDR and Dolby Vision when they have enough bandwidth. That would normally be determined by HDMI 2.0+HDCP 2.2 ports (or higher) and 18 Gbps (or more) HDMI cables.
