If I upgrade my iCloud storage to 5GB does all the iPhones on my plan get it or just one. And if all do do I have to pay $0.99 per phone or is it $0.99 in total.
5GB is free. I suspect you mean 50GB. All iCloud storage upgrades are linked to your Apple ID, not to a specific device. Any devices using the same Apple ID for iCloud share the same storage plan.
Also if you have a 200GB or larger plan you can share that with other family members who are using different Apple IDs. See: Share an iCloud storage plan with your family - Apple Support

By say my kid wants to get 50 GB but they have no card or money liked to their account how to they get the GB

Does everything iPhone on the plan get more iCloud storage. And say I just want to buy 5GB does each phone cost $0.99 per month or just $0.99 for all of the phones
