I have a 10.15 base OS based on Mac Mini. I want to run a 10.14.4 guest OS on this machine. What is the recommended official way to have this environment?

You can create bootable 10.14.4 installer with DiskMaker X which is available from following site for free.

Do you mean you want to run Mojave within a Virtual Machine? Then install a VM such as Parallels or VirtualBox. It has been several years since I installed macOS using a VM so I forget the exact procedure although there are instructions online.
Or install VMware Fusion Player for VMs on the Mac - it is now free as of the latest version 12 :-)
