How do I report false advertising?

I was playing a game I downloaded and there were ads for these cute little life-like dogs. They moved when you toughed them and walked awkwardly. I thought they were like kids dolls that have batteries and react to certain touches or movements. I eventually got them and first of all they sent a different colour than I ordered but they sent 2 cheap stuffed animals that are not life-like and do not move. I later realized they did videos of real dogs and you never saw what the real product was. This bait and switch is actually fraud in Canada. I complained and they won't return my money.

I am going to report this to my credit card company but I want them banned from selling on here. I think any ads coming to Canada or the US should have to follow laws in these jurisdictions. Just like an ad I saw this morning saying "Neuroscientists are begging people to play this game". That is false advertising. IF we did that in our country anywhere else we would get sued and possibly have fraud charges against us.

I searched for days on the Apple Support site but they have no way to contact them about stuff like this. Basically it feels like Apple is ok with these acts of fraud as long as they pay Apple.
