Early 2015 MacBook Pro screen flashing rainbow colors

I have an early 2015 13” MacBook Pro (specs attached) that flashes colors all over the screen. I can link to a video of the symptom a little later, as it seems like I cannot do so from my iPhone. What I noticed (and also shown at the end of the video) is that the color flickering goes away when watching a full screen video. I tried resetting the SMC and NVRAM with no success. I did boot into safe mode, and this stopped the color flickering. At this point I was hoping that it was a driver issue, so I did a wipe of the Mac and fresh installed MacOS Catalina. This also did not work. 

At this point, I guess I believe that it might be hardware related, but I find it interesting that showing a full screen video stops the flickering.

Another thing that I noticed is that if nothing on the screen is moving, the flickering becomes very slow, but as soon as I move the mouse, it becomes very rapid.
