How do i verify my paypal payment method from itunes

I just tried to make a purchase and was told that I needed to verify my payment method. I only have PayPal. The link brings me to a page that says logon to PayPal to verify payment method. There is no link, no pop up box, nothing. I have logged onto PayPal numerous times and there is not way to 'verify' the account other than what has been out there for 10 years.

How do I verify PayPal as my payment method for itunes. It seems as if apple is trying to force me to another payment method as they certainly aren't making this easy.

It doesn't work from either my iPad or my MacBook.
