How do you change the owner name on an iphone?

You can change the owners name on the account by logging into the account and selecting Edit in the first section.

Apple ID - Manage   

Then sign out on the phone, restart, and sign back in.

After changing the name on the phone, did you log out of iCloud, restart, and log back in?
