icloud photos

so my daughter created a new apple id on her phone (she had been sharing with her dad)

once she created it and it prompted her to do a back up only 200 pictures downloaded she has her pictures stored on the old account and has optimize photos checked because she has 11,000+ pictures and videos. how do we now transfer those photos to her new apple Id and have them back on her phone and in the right albums
