I gave my Iphone 8 to someone and got the 11 now my contacts are still on the other phone and the person's contacts appear on my phone. How do I stop my contacts from being on his phone and from his to be on mine?

Did you sign out of your Apple ID before giving them the phone? Ask them to change the Apple ID they are using on the phone. If necessary, change your Apple ID password.
