I recently got a new iPhone SE and have tried singing in multiple times have gone through account recovery for like 4 days now and my phone is stuck in this loop and nothing will download and i havent gotten any emails or texts after the recovery 24hr wait is up so i try logging again and it locks instantly but i can log in to other devices with the password? Iv called 4 apple agents and no one knows what to do! Help!
The 24 hours notice is just the first wait period, once those first 24 hours is over iforgot.apple.com will show you a remaining waiting period. However, if you use the same Apple ID on any other device and that device is used, or if you try to sign in again before the two wait periods are up it will make you restart account recovery.

Then you don't need account recovery.
Each time you sign in somewhere, as you say you can, you are resetting the recovery process.
