iPhone sound level auto adjusting?

I have been having this problem since my iPhone 8+ and thought when getting my iPhone 11pro that it would solve it but no luck! I use my phone as a back up alarm clock and just been dealing with the ringer auto adjusting itself lower! I try to keep an eye on it but just getting to be an annoyance now! Button volume control has always been off and facial recognition is turned off as well! Reading through some of these threads and noticing a lot of complaints but no real solve since iOS 13 came out! Would like to start up another conversation and try to get this one solved!
