Stolen iPhone

It’s been a really long time (August) since this happened but since the matter has yet to be resolved by Apple I figured it would be nice to get some feedback.

I ordered an iPhone, package was delivered with no signature required and the iphone was not in the box.

Fedex sent me the weight of the package when they received it and it was much less than the weight of an iPhone so I figured it was stolen upstream at the Apple facility.

I talked to an Apple retail executive and they asked me to create a police report.

Is this really how Apple is handling these situations?

Any thoughts are appreciated.
