Touch Id Missing from iPhone 11 ios 14

I recently upgraded to an iPhone 11, but the touch ID and Passcodes option in settings is missing. I tried to go through the screen time and content and privacy restrictions, but it is still not appearing. All I have as an option is face ID, but I would like touch ID for accessing passwords and what not.

I notice the same thing on my iPad Air 14 running 14.2 and then 14.3. The options for when a password is required are no longer present. Only "require immediately" is there with no way to remove that setting or go back to the prior options such as every hour or every 4 hours. Also, there used to be an option to not require a password when downloading free apps from the App Store. The settings page still exists but the sliders are now missing which prevents you from customizing these options.. what on earth did Apple to with iPadOS 14 to screw this up? It still works fine on my iPhone 12 Pro (running 14.3).
