Can I uninstall iOS update 9.3.5 and if so, what steps do I take? Updating rendered an app that I need useless because Apple no longer supports the app in iOS 9.3.5 which I didn’t realize.

Restoring an earlier version of iOS isn’t possible. You need to be aware that your iPad2 is obsolete - and cannot be updated to any later versions. Being a 32-bit device, the majority (if not all) compatible Apps have long since been withdrawn from the Apple App Store.
You will have difficulty finding any Apps for your iPad2. Any Apps that you uninstall cannot be reinstalled.

Once an iOS upgrade/update is installed, there is no going back or removing it.
