I purchased an app a while back, about 8 years ago. Then using family sharing I purchased the same app on different devices from the purchases location. Then I deleted that app from all the devices (meaning its not on any of the devices I own). Now I want to re-install it, but I can't find it in my purchases and says I have to pay for it again. Shouldn't it still remain in my purchases?

To help with this, please make sure you are using the same Apple ID that you originally purchased the app and other steps in these Apple resources:
