iPhone 11 Pro not restoring/updating after stuck in a boot loop

I have a huge problem with my iPhone 11 Pro. All of a sudden, my iPhone turned off and then it was stuck in the boot loop since. I thought it was a liquid damage but I opened the sim slot and didn't see a red indicator. Then I tried to connect it to my MacBook and to restore it but then it said error code 4013. I am on vacation in Hawaii and there is no apple store here so I tried to contact the apple support. But I can't bring it into a store and can't send it anywhere because then I'd be without my phone. I tried to chat with the support but it won't let me, and when I tried the support calling me they wanted to call me on my phone number which obviously didn't work. I don't know what to do.

Any tips how I can reach the apple support, or how to restore an iPhone 11 Pro with a MacBook Air (2019) after it said error code 4013?
